Summary: The Consolidated Appropriations Act, 2008 required the Environmental Protection Agency to draft a rule on the mandatory reporting of greenhouse gas emissions from facilities that emit 25,000 tons or more of carbon dioxide (CO2) per year. The rule requires reporting from large sources and suppliers in the United States, and is intended to collect accurate and timely emissions data to inform future policy decisions.
