How to Apply for a Compost Site Permit Card

Any company that wants to buy compost from, or deliver yard waste to, the Fresh Kills Compost Site must be registered with the Compost Site Permit Program, which is managed by NYC’s Department of Sanitation’s Bureau of Waste Prevention, Reuse and Recycling (DSNY-BWPRR).

To register, you must complete the following:
  1. Complete a DS4870 Compost Program Permit Application.
  2. Have each truck that you intend to bring to the Fresh Kills Compost Site inspected and measured by the DSNY Truck Measurement Unit.
  3. Have a valid license, if required, from the NYC Business Integrity Commission.

 


DS4870 Compost Program Permit Applications

You can obtain DS4870 Compost Program Permit Applications at the Fresh Kills Compost Site scale house or by contacting the BWPRR Compost Unit at bwprr_compost@dsny.nyc.gov or 212-437-4646.

You can leave completed Compost Program Permit Applications with the manager at the Fresh Kills Compost Site, Monday to Friday from 7:00 am to 3:00 pm. Please note that Fresh Kills Compost Site operating hours are seasonal and subject to demand.

DSNY-BWPRR compost site permit cards will be ready for pick up at the Fresh Kills Compost Site scale house four business days after the Compost Program Permit Application is submitted. These cards will be held until each truck listed on the application form is inspected and measured by the Truck Inspection Unit (TMU).

You must have a BWPRR Compost Site Permit card for each truck you intend to bring to the Fresh Kills Compost Site. This vehicle-specific card must be presented to the Fresh Kills Compost Site scale attendant every time you arrive to buy compost or deliver yard waste.

Truck Inspection and Measurement

Each truck that you intend to bring to the Fresh Kills Compost Site must be weighed, inspected, and measured by the DSNY Truck Measurement Unit (TMU) before your compost site permit card(s) can be activated.

TMU representatives will be available at the Fresh Kills Compost Site from 8:00 am to 12:00 noon every Monday and Friday from March to November. To contact TMU, call 718-334-9084 or email bwprr_compost@dsny.nyc.gov.

Every applicant must present the following documentation to TMU:

  1. Proof of the tare (empty) weight of each truck. Acceptable proof includes a weigh station receipt or document from the truck’s manufacturer that shows the tare weight.
  2. Valid vehicle registration. If the registration is not in the applicant’s name, a vehicle lease agreement must be provided.
  3. Name and address of the applicant’s company pre-printed on both cab doors of each truck to be registered.

After TMU inspects, weighs, and measures a company’s trucks, they will issue a DS1803 certificate (DSNY Truck ID & Capacity Certificate) for each truck. BWPRR will use the information contained on the DS1803 certificate to activate the Compost Site Permit Cards. Permit holders must keep a copy of the DS1803 form in their truck whenever that truck is on the Fresh Kills Compost Site.

Business Integrity Commission License

All participants in the Fresh Kills Compost Site Permit Program must comply with NYC trade waste leaving NYCWasteLess disposal regulations and, if required, must obtain appropriate licenses from the NYC Business Integrity Commission leaving NYCWasteLess (BIC). Any landscaper who is unable to provide proof of a valid BIC license will not be allowed to participate in the BWPRR Compost Site Permit Program.
