Public Hearing Record: Proposed DSNY Rule on Removal and Disposal of Derelict Bicycles The Department of Sanitation on February 22 held a public hearing on proposed amendments to its rule governing the removal and disposal and of derelict bicycles. The purpose of the proposed rule is to add bicycle racks to the definition of public property so as to allow the Department of Sanitation to remove derelict bicycles from these racks.
