Executive Director's Bio

Tony was appointed by Police Commissioner Raymond Kelly, as Executive Director of the Police Pension Fund, in September of 2007.  He is the second Executive Director, following Michael Welsome, since the establishment of the Police Pension Fund as a separate New York City Agency.


Mr. Garvey is a 35 year veteran of the NYPD, having served as a uniformed member in various commands throughout Manhattan and the Bronx.  In 1991 he was elected President of the Lieutenants Benevolent Association.  In his capacity as LBA President, Tony represented more than 1,700 active and 2,500 retired Lieutenants at the collective bargaining table and as a Trustee to the New York City Police Pension Fund.

As Executive Director, Tony oversees the administration of the Police Pension Fund’s more than 24 billion dollars in assets.

He is a decorated combat veteran having served as a sergeant for an infantry squad in 1968, with the 9th Infantry Division, during the Vietnam conflict.

Tony has successfully completed the certificate program from the Wharton School, at the University of Pennsylvania, in the Fundamentals of Money Management Program and has earned a Masters Degree from Cornell University and the Bernard Baruch College of the City of New York.

Tony is married and has two adult children.
