NYCHA 75 Years Keeping the Promise

Capital Fund Financing Program

NYCHA is embarking on the most ambitious plan in New York City’s history to preserve and upgrade our public housing stock. Over the next four years NYCHA will make $2 billion in capital improvements to thousands of units of public housing. The capital program is being funded in part by a $600 million two-phase bond issue on behalf of NYCHA by New York City’s Housing Development Corporation (HDC) and an expected $1.4 billion capital allocation from HUD over the next four years. NYCHA has received the proceeds from the first $300 million bond to finance exterior brick work, roofing, major structural repairs, and other work necessary for the immediate preservation and stabilization of 340 buildings at 38 NYCHA developments across all five boroughs. NYCHA will use the proceeds from the second $300 million bond issuance to replace major building systems with a focus on extending the life of building infrastructure. Second phase projects will include replacement of heating, plumbing, and elevator systems; installation of automated boilers; kitchen and bathroom upgrades; modernization of underground utility lines; and modernization of intercom systems.
