He was a vigorous and sometimes controversial supporter of low-cost public housing. In particular, he fought for affordable housing for veterans during the housing shortage following WW II. He was a full professor at Fordham University Law School when he was appointed to NYCHA by Mayor Fiorello LaGuardia in 1942. He resigned in 1947. Butler Houses is in the Bronx. SITE STATISTICS AND DESCRIPTION: Edmund Borgia Butler Houses is a Bronx development with six, 21-story buildings containing 1,476 apartments housing an estimated 4,357 residents.
