The Plan to Preserve Public Housing

On June 28, 2006, the NYCHA Board adopted the Plan to Preserve Public Housing, NYCHA's seven point plan to safeguard Public Housing for future generations of New Yorkers. The Plan outlines the fiscal strategy NYCHA will pursue to eliminate an ongoing structural budget deficit including an unprecedented $100 million infusion from the City of New York, the implementation of a limited rent reform initiative, which increases rents for a small segment of NYCHA residents, and the introduction of Section 8 to permanently fund the operations of 8,400 unsubsidized apartments and preserve them as housing for low-income New Yorkers. Please read the Plan below. Several components of the Plan to Preserve Public Housing will require HUD approval as part of NYCHA's Annual Plan and public input process. Section 8 Voluntary Transition (Conversion) Program
As part of its overall Plan to Preserve Public Housing, NYCHA has sought authorization from the U.S. Department of Housing and Urban Development (HUD) to offer a limited number of Section 8 vouchers to residents of its 21 City and State developments.

Flat Rent Schedule
Part of the Plan to Preserve Public Housing is a limited rent reform proposal that would increase rents for a small segment of NYCHA residents (27%) who are currently paying ceiling/flat rent. The vast majority of residents (73%) would NOT be affected by the rent reform proposal.
