Administrative Staff Analyst (Non-Managerial)
Budget and Financial Planning

Under the direction of the Assistant Director of the Capital Budget Division, with wide latitude for independent initiative and judgment, responsibilities include, but are not limited to the following:

  1. Review and evaluate Capital Budget funding requests for eligibility and the impact on Capital Budget Financial Plan.
  2. Review HUD regulations to determine capital eligibility on funding requests.
  3. Provide analysis and technical assistance in the preparation of NYCHA's five year capital budget plan.
  4. Identify and recommend solutions to reporting issues that will impact the administering of capital budgets.
  5. Work with tight deadlines; prepare analysis for internal and external reporting requests.
  6. Serve as a liaison for NYCHA Departments administering projects funded with Capital Funds.
  7. Provide coverage; supervise staff in the absence of the Assistant Director.
  8. Review work of staff for quality and accuracy.
QUALIFICATION REQUIREMENTS:
  1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

QUALIFICATIONS/SKILLS DESIRED:

  1. Minimum of two (2) years prior experience in budgeting and financial planning is preferred.
  2. Understanding of the funding processes/protocols associated with the Federal, State and Local funding agencies.
  3. Strong interpersonal, managerial and organization skills.
  4. Strong analytical skills.
  5. Strong computing skills: working knowledge of Oracle Grants application, Microsoft Access, Excel spreadsheet preparation.
