Director Energy Department
JOB DESCRIPTION:
Reporting to the Deputy General Manager for Finance, the Director of the Energy Department will lead, supervise and oversee staff engaged in the following duties:
- Manage an annual operating budget of $527 million in electricity, natural gas, heating oil, district steam and water expenses for more than 2,600 multifamily residential and commercial buildings.
- Mitigate energy price risk; procure electricity and heating fuel loads from suppliers on a multi-year basis.
- Data process and perform targeted audits of 65,000 utility-cost transactions per year to ensure timely payments to suppliers and appropriate accrual of expenses, energy consumption, tariffs and rates.
- Plan and execute energy-efficient, building-retrofit programs, including upgrades to heating plants, domestic water heating systems and lighting; implement building controls and remote monitoring technologies.
- Support data-driven, enterprise-level performance management efforts to optimize energy use in facility operations.
- Coordinate with property managers; provide technical guidance and work with professional development staff to promote energy management throughout the organization.
- Secure government grants, utility company incentives and energy performance contract financing opportunities for demand-side management programs.
- Assist in the engagement of the public-housing tenant body through targeted events and other media to promote household-level energy conservation as a means to managing climate change and preserving public housing.
QUALIFICATION REQUIREMENTS:
- A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
- A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
QUALIFICATIONS/SKILLS DESIRED:
- Accredited Professional Engineer, Project Management Professional and/or Certified Energy Manager and / or an advanced degree in engineering, urban planning or business or public administration.
- Fundamental understanding of energy markets and electricity and gas procurement and price risk management struments.
- Working knowledge of energy management and how energy-efficiency efforts may intersect with the preservation of public housing.
- Strong budgeting and financial management background with an understanding of public housing funding programs.
- Direct experience with the life cycle of building retrofit projects (i.e., design, procurement, construction).
- Excellent interpersonal, verbal and written communication skills.
- Strong managerial skills in motivating, directing and training staff.
- Proficiency in Microsoft Word, Excel, PowerPoint.
