Capital Projects Department
Senior Management Positions

JOB DESCRIPTION:

The Capital Projects Department is seeking candidates to fill various senior management positions to provide leadership and direction to staff responsible for implementing the Authority’s Capital Plan. Selected candidates will participate in long term planning, establish goals, monitor production, report progress against the agency’s annual plan, communicate with upper management, conduct needs assessments, ensure design and construction standards are met, make presentations and prepare reports as required. Responsibilities may include, but not be limited to the following:

  • Distribute work assignments to senior staff; monitor and review progress.
  • Administer all in-house design projects; direct needs assessment, planning, design and construction standards.
  • Develop and implement project controls and performance indicators for administering capital construction projects.
  • Monitor progress of key design projects ensuring that that they progress efficiently, effectively and within budget.
  • Work with all Program Administrators in developing the process of adherence to NYCHA standards.
  • Facilitate the transmittal of post completion findings into new in-house and consultant design projects.
  • Collaborate on consultant documents with CM and Design Review Staff.
  • Oversee supervisory staff, providing direction on key decisions, including non-conforming work, major design changes and other issues.
  • Perform periodic reviews and evaluations of consultants working on various projects, including the oversight of Design Review Staff consultants in other Program Units.
  • Train Capital Projects staff on the administration of capital construction projects and industry best practice.
  • Work with others in developing and implementing project and program management guidelines and initiatives.
  • Oversee NYCHA’s design quality management group from planning through construction completion.
  • Interact with Program Units for work load, scheduling, design criteria and construction administration.
  • Manage team leaders to establish and assure implementation of design standards for the capital program.
  • Prepare management and analysis reports.
  • Monitor progress against design/construction scope, budgets and schedules across projects assigned to his/her team.
  • Collect and analyze exception reports from Project Administrators and determine corrective action, if necessary.
  • Prepare status reports for Program Directors and Acting DGM; summarize issues requiring senior management attention.

QUALIFICATION REQUIREMENTS:

Administrative Construction Project Manager

At least six years of full-time satisfactory experience in construction management work on capital projects, each one of which must have had a dollar value of at least $15,000, at least eighteen months of which must have been in a managerial or consultative capacity in an organization responsible for the management of construction; and a combination of the following, sufficient to equal a total of ten years of education and experience:

a) Full-time satisfactory experience in construction inspection on capital projects, each one of which must have had a dollar value of at least $15,000. One year of acceptable experience will be credited for each year of construction inspection experience up to a maximum of four years.

b) Full-time satisfactory experience in building construction as a journeyperson in one or more of the skilled building construction trades. One year of acceptable experience will be credited for each year of journeyperson experience up to a maximum of four years.

c) Education in an accredited college leading to a bachelor’s degree in architecture, landscape architecture, or air pollution control, chemical, civil including structural and bridge design, electrical, mechanical or sanitary engineering will be credited on the basis of 30 credits for one year of acceptable experience up to a maximum of four years.

A New York State license as a professional engineer or registered architect or a license as a professional engineer or registered architect from a state that has reciprocity with New York State may be substituted for the four years of education and experience described in “a”, “b” and “c” above. However, all candidates must have at least six years of experience in construction management work described above, including at least eighteen months in a managerial or consultative capacity in an organization responsible for the management of construction.

In addition, candidates managing asbestos removal or lead abatement staff must meet applicable regulatory and medical requirements. Candidates must not have any condition which would prevent a good face seal when wearing a respirator. Periodic medical examinations will be administered as applicable while persons are assigned to asbestos removal or lead abatement management.

License Requirements

Possession of a Motor Vehicle Driver License valid in the State of New York. Employees must maintain the license during their employment.

Administrative Inspector

  1. Seven years of full-time, paid experience in the management of the maintenance and repairs of private or public residential, commercial, or industrial real estate properties, building construction inspections or field inspections and investigations requiring the gathering and reporting of housing or building data or full journeyman-level experience in the building trades as a mason, carpenter, plasterer, iron worker, plumber, at least 18 months of which must have been in a managerial or administrative capacity; or
  2. Five years of experience as described in (1) above, at least 18 months of which must have been in a managerial or administrative capacity, plus two years of education in an accredited college or technical school in a construction program or education towards a baccalaureate degree in a related field of Engineering, Architecture or Engineering Technology; or
  3. At least two years of experience, as described in (1) above, at least 18 months of which must have been in a managerial or administrative capacity, plus an approved five year apprenticeship in housing inspection; or
  4. Completion of three years of apprenticeship in housing inspection, plus either four years of experience as described in (1) above, at least 18 months of which must have been in a managerial or administrative capacity or two years of experience as described in (1) above, at least 18 months of which must have been in a managerial or administrative capacity and two years of education as described in (2) above; or
  5. Education and/or experience which is equivalent to (1), (2), (3) or (4) above. All candidates must have at least two years of experience as described in (1) above, at least 18 months of which must have been in a managerial or administrative capacity. Six months of experience will be credited for each year of apprenticeship in the building trades up to a maximum or two years of the general experience.

Administrative Staff Analyst

  1. A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in “1” above.

Administrative Supervisor of Building Maintenance

  1. Eight years of full-time experience in construction, repair, alteration, and/or rehabilitation of multiple dwellings, commercial, industrial or public buildings in the capacity of general contractor, superintendent of construction, procurement specialist, evaluator responsible for cost estimation, or as a field supervisor or as an inspector, at least 18 months of which must have been in a supervisory or administrative capacity involving responsibility for a large number of buildings; or
  2. Education and/or experience which is equivalent to “1” above. Education in an accredited college leading toward a baccalaureate degree in engineering, architecture, engineering technology or a closely related field will be accepted on a year-for-year basis up to a maximum of four years. However, all candidates must possess at least four years of experience as described in “1” above including at least 18 months of the specialized supervisory of administrative experience described in “1” above.

Administrative Landscape Architect

A valid New York State Registration as a Landscape Architect is required. In addition, candidates must have six (6) years of full-time paid experience in landscape architectural work, at least two (2) years of which shall have been as an administrative landscape architect.

Administrative Architect

A valid New York State Registration as an Architect is required. In addition, candidates must have six (6) years of full-time paid experience in architectural work, at least two (2) years of which shall have been as an administrative architect.
