JOB DESCRIPTION:
The Environmental Planner will conduct and direct all aspects of environmental projects for the Department for Development. The selected candidate will supervise the collection and analysis of data required for planning and assessment efforts; prepare and/or review environmental assessment statements; recommend appropriate actions in response to findings and complete applications to support land use actions.
- Prepare environmental assessment documents and applications to secure the requisite city, state, and/or federal approvals for property disposition and acquisition, or other land use actions; make public presentations to support assessments and applications.
- Coordinate inter and intra-agency technical reviews; conduct field studies as needed.
- Research and write solicitations and contracts for environmental consultants; solicit the services of consultants; participate in contract negotiations and subsequent contract modifications; write final determinations, correspondence and memoranda.
- Supervise group projects related to environmental matters.
- Respond to inquiries pertaining to environmental regulations; analyze and explain new regulations as available.
QUALIFICATION REQUIREMENTS:
- A baccalaureate degree from an accredited college and three years of full-time satisfactory professional experience in the development, appraisal, financing, negotiation, or disposition of real estate, or in real estate law, or in urban planning or analytical or coordination work related to housing programs; or
- A four year high school diploma or its educational equivalent and seven years of full-time satisfactory experience as described in “1” above; or
- Education and/or experience which is equivalent to “1” or “2” above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have at least two years of experience as described above.
Special Note
Experience as a real estate broker, real estate salesperson, manager of real estate, or similar experience which is primarily involved with the sale, lease, rental, or managing of real estate, or experience which is primarily involved with the monitoring of construction is not acceptable.
SKILLS DESIRED:
- Working knowledge of New York State Environmental Quality Review (SEQRA) or New York City Environmental Quality Review (CEQR) impact assessment process and associated regulations.
- General understanding of the City’s Uniform Land Use Review Procedure (ULURP); National Environmental Protection Act (NEPA) and the U.S. Department of Housing and Urban Development (HUD) environmental regulations (24 Code of Federal Regulations (CFR) part 50 “Protection and Enhancement of Environmental Quality” and 24 CFR part 58 “Environmental Review Procedures for Entities Assuming HUD Environmental Review Responsibilities”).
- Strong verbal skills; ability to write clearly and persuasively; ability to edit others’ writing; discipline to work independently or in complex group dynamics and meet strict deadlines.
- Ability to synthesize complex regulations and present information to those unfamiliar with source material; work well among a diverse population of stakeholders.
- Advanced skill using Word, Excel, Power Point software, and GIS mapping programs.
- Capacity to supervise staff with quantitative and qualitative skills though not necessarily planning experience.
