Victor Martinez was appointed Vice President for Operations for the New York City Housing Authority (NYCHA) in August 2011. In this capacity, he supports the Executive Vice President for Operations in the day to day operation and oversight of 178,000 units of public housing in the five boroughs.
Mr. Martinez brings to his position over 15 years of progressive experience in operational and strategic management in the public housing industry and the private sector. Prior to joining NYCHA, Mr. Martinez held the position of Chief Information Officer of the Puerto Rico Public Housing Administration (PRPHA) in San Juan, Puerto Rico, where his reorganization of the IT Department and strengthening of the auditing function resulted in substantial savings. Prior to that, as a consultant to the Sanford Housing Authority in Sanford, Florida, Mr. Martinez implemented a range of operational efficiencies and sharply increased rental income.
Mr. Martinez holds a Bachelor of Arts in Accounting and a Juris Doctor from the University of Puerto Rico. He has practiced law in the Federal Court in San Juan and is a licensed real estate broker.
