Victor Martinez

Portrait of Victor Martinez Victor Martinez was appointed Senior Vice President and Chief Supply Officer for New York City Housing Authority (NYCHA) in April 2013. In this capacity, he leads the Supply Management Department, where all procurement and supply management organizations are consolidated. Mr. Martinez is responsible for ensuring that all of NYCHA’s public housing developments receive the materials and services that they need to achieve NYCHA’s service levels for residents.

Mr. Martinez joined NYCHA in 2011 as Vice-President for Operations, where he provided executive support for the day to day operation and oversight of NYCHA’s 178,000 public housing units. Prior to that, Mr. Martinez held the position of Chief Information Officer of the Puerto Rico Public Housing Administration (PRPHA) in San Juan, Puerto Rico, where his reorganization of the IT Department and strengthening of the auditing function resulted in substantial savings.

Mr. Martinez holds a Bachelor of Arts degree in Accounting and a Juris Doctor degree from the University of Puerto Rico. He has practiced law in the Federal Court in San Juan and is a licensed real estate broker.
