Richard Couch was appointed Executive Vice President & Chief Financial Officer for the New York City Housing Authority (NYCHA) in September 2013. In this capacity, he is responsible for all financial planning, accounting and reporting, payroll, insurance, energy and treasury activities of the nation’s largest public housing authority, with an annual operating budget of $3.0 billion and a five-year capital budget of $2.4 billion.
Prior to joining NYCHA, Mr. Couch has served most recently as Managing Director – Corporate Finance and Chief Financial Officer – Fixed Income at Neuberger Berman LLC., where he developed the asset management firm’s strategic planning process and established the company’s capital structure. Prior to that, he spent 10 years with Citigroup Inc., where his progressively responsible positions in finance, strategy, and M&A (mergers and acquisitions) culminated as a Managing Director and Finance Officer for Citi Holdings. Mr. Couch also held various finance and strategy roles at American Express Company and GE Capital.
Mr. Couch holds a Bachelor of Science degree in Accounting from the University of Connecticut and a Masters of Business Administration degree in Finance from Fordham University Graduate Business School.
