Natalie Y. Rivers was appointed Executive Vice President and Chief Administrative Officer for the New York City Housing Authority (NYCHA) in 2003. In this capacity, Ms. Rivers has direct oversight of NYCHA’s human resources and professional development; employee safety; equal opportunity and compliance for residents, applicants and employees; customer contact services; corporate facilities and security; procedures development; imaging, printing and mail distribution; and fleet maintenance operations. She also leads a number of NYCHA's interdisciplinary projects.
Ms. Rivers has held a series of progressively responsible executive support and leadership positions during her career at NYCHA. In addition to overseeing a broad spectrum of agency departments, Ms. Rivers assists the Board and General Manager in NYCHA’s daily operations. Most recently, she has worked closely with NYCHA’s Enterprise Program Management Office in the design and implementation of strategic initiatives, including Plan NYCHA, the agency’s transformative five-year plan. Prior to that, she has directed the reorganization and retooling of several of the agency's support operations; led the remediation, reconstruction, furnishing and reoccupancy of NYCHA’s central office space that was damaged in the 9/11 WTC attack; developed a new salary structure for field based operations managers; and leads the agency’s SAFE NYCHA initiative and development of an agency-wide emergency preparedness program.
Ms. Rivers holds a Bachelor of Science degree from Tufts University, a Master of Arts degree in Organizational Psychology from Columbia University, and a Master of Arts degree in Physiological Psychology from Indiana University.
