Celeste Thomas Segure was appointed Director of the Department of Equal Opportunity (DEO) in the New York City Housing Authority (NYCHA) in February 2010. She oversees DEO’s compliance programs for Equal Employment Opportunity; Services for Persons with Disabilities; Contract Compliance; and Minority-owned, Woman-owned and Small Business Enterprises (MWSBEs). Responsible for monitoring NYCHA’s compliance with federal, state, and local civil rights laws related employment and fair housing, Mrs. Segure also monitors contractor compliance with prevailing wage laws, and develops programs designed to maximize the participation and award of NYCHA contracts for construction, goods, and professional services to minority- and women-owned small business enterprises (MWSBEs).
Mrs. Segure joined NYCHA in January of 2003 as Assistant Director of DEO, in the Office of Employment Opportunities. In this capacity she developed the NYCHA non-discrimination policy statements in employment and fair housing, managed internal investigations of complaints of employment and housing discrimination, and developed agency-wide training for NYCHA management and staff on equal employment opportunity and fair housing. Under her direction and leadership, NYCHA’s DEO launched Authority-wide bi-annual training on the NYCHA Equal Employment Opportunity and Sexual Harassment Policy Statements.
Mrs. Segure holds a Bachelor of Arts from Howard University and a Juris Doctor from Howard University School of Law. She is a member of the state bars in Pennsylvania and New York.
