Board & Office Operation

The Community Board staff, headed by the District Manager (DM), oversees the quality of municipal services provided to the district and resolves citizen complaints by interacting with City and State agencies. The DM chairs the District Service Cabinet meetings to discuss with the local service chiefs the service delivery needs and issues of the district, as well as inter-agency responsibilities.

The Board Office researches various applications, i.e., 421-a’s, liquor licenses, sidewalk cafes, Board of Standard and Appeals, Department of City Planning, etc., for our 10 Committee Chairs; who then prepare resolutions to be voted on by the Full Board.  These resolutions are now Board policy.  It is the responsibility of the District Manager to ensure the proper dissemination of resolutions, and where applicable to ensure they are implemented.

Additionally, the Board Office diligently works to keep the community informed of all issues that affect the district as a whole, as well as disseminating information to local Community Based Organizations on issues relating to their specific area. The office also informs the community of any funding opportunities we are made aware of.

The Community board office has a staff of four:

Toni Carlina, District Manager
Karen Ward-Gamble, Community Associate, Liaison to:Housing & Homeless Services; Parks, Landmarks & Cultural Affairs; Public Safety, Environment & Human Rights.
George Oliver, Community Assistant, Liaison to: Land Use, Transportation, Waterfront.
Melissa Severe, Community Assistant, Liaison to: Budget & Governmental Affairs, Business Affairs & Street Activities, Health, Senior & Disability Issues.

To better assist the committees, the District Manager assigned staff members as committee liaisons.  Under the supervision of the District Manager, liaisons assist with all committee work, research various issues, ensure timely review of applications, send letters of invitation, and are responsible for the upkeep of the office application logs.
