New York City Loft Board
Article 7B Compliance

After an owner has obtained a building permit to do legalization work, the construction phase of the legalization process may be commenced.  The first part of the work phase involves compliance with the fire and safety standards of Article 7-B of the Multiple Dwelling Law (MDL).  Upon completion of the fire and safety work, a registered architect or professional engineer may provide certification, on a form prescribed by the Loft Board, that the standards of safety and fire protection set forth in Article 7-B of the MDL have been met.  A temporary certificate of occupancy for the residential units is considered the equivalent of Article 7-B compliance. The 7-B compliance form or a "TCO" (temporary certificate of occupancy), must be filed with the Loft Board's office to demonstrate compliance with this timetable.  The deadline for Article 7-B compliance is posted on our website under the Code Compliance Timetable heading.
