The Restaurant Owner Manual was created in 2006 in partnership with the Restaurant Opportunities Center of New York and the Department of Small Business Services. It covers restaurant owners' legal obligations to their workers.
The manual is currently being updated by the agencies to reflect the Department of Labor's new 2011 Hospitality Wage Order, which took effect January 1, 2011.
