Local Law 31 - Protection Against Immigration Fraud

In New York City, businesses that offer immigration services must meet requirements that are outlined by the Immigration Service Provider Law, or Local Law 31. This law protects immigrants who are seeking immigration services from businesses.

Call 311 to:

  • Get a copy of the "Immigration Service Provider Law" (Local Law 31) or see the brochure.

  • Report a complaint. You do not have to give your name. 

  • Request a palm card about what types of services notary publics can offer in the United States or see the card.

    Note: In New York State, it is against the law for notary publics to give you legal advice. Here, notary publics cannot help you fill out government forms or applications, and they cannot certify the accuracy of a copy of any document, such as a visa.
