Department of Health and Mental Hygiene (DOHMH)
DOHMH protects and promotes the health and mental well being of all New Yorkers. The Department provides mental health services; mental retardation and developmental disability services; chemical dependency prevention and treatment; and early intervention services to developmentally-delayed infants and toddlers. DOHMH has programs to prevent and control chronic diseases such as asthma, diabetes, heart disease, and cancer. DOHMH generates community health profiles; issues birth and death certificates; conducts health and safety inspections to enforce the City Health Code; and protects public safety through immediate response to emergent public health threats.

Health Insurance Programs
Child Health Plus (CHP)
Child Health Plus is a state insurance program for children under the age of 19 whose family income levels are not eligible for Medicaid. Parents choose the health plan their children are enrolled in. Once enrolled, children receive a health plan identification card and are entitled to a range of services covered by that health plan. Depending upon the families’ income, there may be a low monthly insurance premium.

Family Health Plus (FHP)
FHP is a state insurance program that serves single adults, childless couples, and adults in families who are not eligible for Medicaid. Eligible persons are enrolled directly into the health plan and receive a health plan identification card. Enrollees receive all their health services through the health plan.

Office of Citywide Health Insurance Access (OCHIA)
OCHIA expands access to health insurance for all New Yorkers. The office ensures that uninsured New Yorkers who are eligible for public health insurance programs such as Child Health Plus, Family Health Plus and Medicaid are enrolled. OCHIA also expands access to affordable health insurance for the City’s small businesses, sole proprietors, and working individuals.

NYC Health Insurance Link
NYC Health Insurance Link is a Web-based tool to help New Yorkers find a health insurance plan that best fits their healthcare needs and budgets. The tool assists small business owners, freelancers, and other independent or unemployed workers who do not currently have health insurance coverage or are looking for more affordable coverage.

Hospitals
Health and Hospitals Corporation (HHC)
HHC is the largest municipal hospital and health care system in the country. It provides medical, mental health, and substance abuse services. HHC also provides specialized services such as trauma, high risk neonatal and obstetric care, and burn care. HHC is the single largest provider of health care to uninsured New Yorkers. One in every six New Yorkers receives health services at an HHC facility.
