In its mission to serve and protect New York City’s children, the Administration for Children's Services recognizes the vital importance of fathers. In 2007, Children’s Services’ Division of Child Protection staff and supervisors began receiving training on father engagement practices from the New York State Office of Children and Family Services. By the end of 2010, approximately 65% of staff and supervisors received OCFS’s 3-day “Locating and Engaging Fathers Tool Kit” training. By the end of 2011, all Child Protective personnel will have been trained.
ACS’s James Satterwhite Academy, Division of Quality Assurance, implements a series of required and elective trainings to DCP’s frontline staff, the Divisions of Family Support and Family Permanency Services’ conference facilitators and provider agency conference facilitators. The Academy’s Family Team Conference Training Department utilizes the “Core Tenets” of the FTC training in every delivery. One of the eight tenets is “both fathers and mothers should be included in the conference process.” Also, since 2010, the Division of Child Protection has placed an increased emphasis on increasing fathers’ attendance and participation in child safety conferences (CSCs).
Additionally, the ACS Teenage Services Act Program (TASA) serves young parents throughout the 5 boroughs, aged 13-21 and in receipt of Medicaid. Most program participants are young mothers who have not grown up in a two parent household. Many young men also have not had a father in their lives. To emphasize services to fathers, two TASA contracts exist for fathers aged 16-25. Children benefit from having their father present – emotionally, socially and financially. When fathers are actively involved in the lives of their children, the stress level is reduced for the child’s mother. Therefore there is a need for the mentoring and strong male development provided by TASA’s fathering programs.
