Transportation

HRA/DSS’s transportation partners provide a wide range of services to HRA/DSS and the City. They help reimburse medical institutions for transportation costs incurred by eligible patients.

FIA Welfare to Work Timekeeping System
HRA/DSS requires able-bodied recipients of cash assistance to participate in an employment-related activity. The Family Independence Administration (FIA) Welfare to Work Timekeeping System allows all agencies who enroll FIA participants to process attendance data and participant status changes through the browser-based application in lieu of submitting paper rosters. The Timekeeping System provides security, allows agencies to enter total hours worked and hours excused for the cycle by work-site, processes non-timekeeping agency actions, and lists outstanding timesheets. Other functions include requests for supplemental carfare payments, management of user accounts, and review of historical data.

Public Transportation Automated Reimbursement System
The New York City Human Resources Administration (HRA) and its Medical Insurance and Community Services Administration (MICSA) are committed to simplifying the processing of Medicaid public transportation reimbursement claims for both the consumers we serve and the health care providers with whom we work.  Toward that end, we have developed a new web-based Public Transportation Automated Reimbursement System (PTAR) which will provide greater efficiencies and allow for expediting claims processing and payment.

Effective January 1, 2013, non emergency medical transportation services (NEMT) for all enrollees with fee-for-service Medicaid, mainstream managed care plans and HIV Special Needs plans in NYC are being handled by New York State’s contracted vendor, LogistiCare.   Consumers using public transportation and visiting a provider who participates in the Public Transportation Automated Reimbursement System (PTAR) will continue to receive their Metrocards directly from the medical facility (PTAR participating providers are those who dispense Metrocards at their medical site).  PTAR will reimburse participating facilities the cost of public transportation disbursed to eligible enrollees with active fee-for-service Medicaid, Family Health Plus ages 19 and 20, mainstream Medicaid managed care plans and HIV Special Needs plans in NYC. Consumers using public transportation to other providers (those that are not reimbursing with PTAR) should call LogistiCare’s Reservation Line at (877) 564-5922, three (3) days in advance. Consumers should have available their Client Identification Number (CIN), date of appointment and provider name.   LogistiCare will mail out a Metrocard to the consumer.
