THIS SYSTEM IS AVAILABLE FOR AUTHORIZED HRA/DSS STAFF
AND ITS AUTHORIZED VENDORS.
There are six (6) transmission methods for loading data into the PTAR system, as follows:
Option 1: Electronic Swipe and Signature
Devices Mode – facility staff swipe consumers’
Medicaid cards and capture their signatures electronically. The system will,
in real-time, complete eligibility verification and reimbursement
authorization.
Option 2: Electronic Signature Device Only
Mode – consumers’ information is data-entered onto PTAR and signature
is captured electronically. The system will, in real-time, complete
eligibility verification and reimbursement authorization.
Option 3: Single Entry Mode –
consumer’s information is data-entered onto PTAR and signature is captured
manually on the transportation rosters and must be sent to MICSA for record
keeping and audit purposes. The system will, in real-time, complete
eligibility verification only.
Option 4: Batch Entry Mode – will
allow the data entry of a group of claims. The system will, on a nightly
basis, check eligibility and approve/deny claims in an offline batch
process. Reports are made available online.
Option 5: Batch Upload Mode –
Facilities selecting this option will be able to load their electronic files
of claims directly into the system. The system will, on a nightly basis,
check eligibility and approve/deny claims in an offline batch process.

Option 6: Electronic File Transfer
Mode – For users without internet connection, claims in an authorized
EXCEL or text format, can be sent to MICSA for processing through PTAR, on a
monthly basis. Reports are also available online.
Options 3 through 6, facilities are required to submit consumer’s signatures to MICSA
for meeting record keeping and auditing requirements.
Participation in the PTAR system will require users to
be responsible for their own hardware and both its’ installation and
maintenance. The PTAR software is owned by HRA and a Helpdesk hotline number is
available to assist users.
As HRA moves ahead with implementing the PTAR system, we
are requiring all existing and new providers participating in the MICSA Facility
Reimbursement Program begin utilizing one of the aforementioned options of PTAR
to submit Medicaid public transportation reimbursement claims, no later than
July 1, 2010. If your facility is interested in participating in PTAR,
