	Food Card Access Project (FCAP) Appointment Tracking System The Human Resources Administration/Division of SNAP Benefits Services permits Community Based Organizations (CBOs) affiliated with the Food Card Access Project (FCAP) to electronically submit appointments for SNAP Benefit application interviews to SNAPCenters in their catchment area via the Internet.
