At the federal level, public health insurance programs are administered nationwide by the United States Department of Health and Human Services, through its Center for Medicaid and Medicare Services (CMS). CMS provides approval of state plans and ensures compliance with federal regulations. In New York State, the State Department of Health (SDOH) provides regulations and guidelines for program eligibility and coverage. In New York City, the Human Resources Administration/Department of Social Services (HRA/DSS), through its Medical Assistance Programs division (MAP), is responsible for the administration of public health insurance. MAP determines and maintains eligibility, based upon consumer income and/or resource levels, for each of the available health insurance programs and their related services.
The Medical Insurance and Community Services Administration (MICSA) was created within the Human Resources Administration to improve access, streamline services and promote efficiency. Reflecting its far-reaching vision, broad scope of health-related services and commitment to customer service, HRA/DSS has successfully restructured and renamed what was previously known as the Medical Assistance Program to create MICSA. Under the restructuring, MICSA now helps link New Yorkers to public health insurance programs while administering the Agency’s medically-related social services programs including Adult Protective Services, Home Care Services Program and the HIV/AIDS Services Administration.
Adult Protective Services (APS):
Adult Protective Services (APS) is a state-mandated program that is available to persons 18 years of age and older without regard to income who:
- Are mentally and/or physically impaired; and
- Due to these impairments are unable to manage their
own resources, carry out the activities of daily living, or protect themselves
from abuse, neglect, exploitation or other hazardous situations without
assistance from others; and
- Have no one available, willing, and able to assist them responsibly.

HIV/AIDS Services Administration (HASA)
HASA’s mission is to expedite access to essential benefits and social services needed by persons living with AIDS or advanced HIV illnesses and their families. HASA's work with its clients is based on the responsibility of all sectors of the community to work together to ensure that persons with AIDS have adequate housing, financial security, medical care and other services necessary to allow them to manage the illness and to live their lives with the highest level of self-reliance and the fullest dignity.

Home Care Services Program (HCSP)
The Home Care Services Program provides services to Medicaid-eligible clients by assessing medical need and determining the appropriate care required. There are several types of home care services available including: Home Attendant, Housekeeper, Managed Long Term Care, Assisted Living Program, Care at Home Program and Long Term Home Health Care Program. Services are provided through contracts with Home Care agencies, while HCSP provides case management through its nine (9) Community Alternative Systems Agency (CASA) Offices.

Medicaid is a public health insurance program that pays for medical assistance for certain individuals and families with low incomes and resources. This program became law in 1965 and is jointly funded by the Federal and State governments (including the District of Columbia and the Territories) to assist States in providing medical long-term care assistance to people who meet certain eligibility criteria.
