HPD COMMISSIONER PERINE REMINDS BUILDING OWNERS TO RENEW THEIR BUILDING'S REGISTRATION

Owners of residential buildings with six or more units must register by May 1, 2001

New York City Department of Housing Preservation and Development (HPD) Commissioner Jerilyn Perine today issued a reminder to all owners of multiple dwellings -- those containing six or more units -- to renew their building's registration with the HPD Division of Code Enforcement's Property Registration Assistance Unit by May 1, 2001. Building owners and managers will receive written notification from HPD in late March to renew their registration. There is a $13 annual registration fee.

All owners of multiple dwellings are required to renew their building's registration annually under the City's Housing Maintenance Code and the State's Multiple Dwelling Law. When ownership of a property changes, the new owner is required to register the building within five business days. There are financial penalties for failing to comply. Building registration makes it possible for the HPD to reach an owner to inform him/her of serious conditions in his/her building.

Owners of private one- and two-family homes are not required to register their property unless they live outside the City. However, owners of private dwellings may register their buildings with the Property Registration Assistance Unit any time during the year. In cases where the building owner lives outside the City, the building must be managed by a New York City agent and must be registered with the Department's Division of Code Enforcement's Property Registration Assistance Unit.

Owners of buildings with three to five units are required to renew their building's registration by October 1, 2001. HPD will send notices to building owners and managers in early August.
