HPD assists residential owners to comply with the City's Housing Maintenance Code and other legal rules and regulations. HPD also provides hands-on assistance to owners to help resolve a wide range of finance and management issues. There are also courses to help owners, managing agents, and building superintendents to develop technical, management and finance skills. HPD offers low-cost loans for building rehabilitation, such as the replacement of one or more building systems.
The HPD Web site also provides information for residential owners who are interested in renting apartments to tenants who receive Section 8 rental assistance. There is also information for residential owners who already have Section 8 tenants.
HPD works with owners of buildings in tax arrears that have been referred to the third party transfer in rem foreclosure program, where if owners do not pay the arrears, the buildings are conveyed to new owners. We help cooperative current owners meet their tax obligations and guide the owners in correcting Housing Maintenance Code issues and problematic physical conditions in their buildings.
