	Prevention, Education and Counseling Programs Facing foreclosure?... Reach out for help. It’s free. Call 311, the trusted source for free, confidential, one-on-one foreclosure prevention services. *The Center for New York City Neighborhoods* In 2007, the Mayor and HPD, in partnership with the City Council, responded to the rise in mortgage foreclosures by establishing a new non-profit organization, the Center for New York City Neighborhoods (CNYCN), which provides legal services, housing counseling, and consumer education to New York City residents in danger of foreclosure. Click on the following link for more information: http://www.cnycn.org/ Public Outreach and Education (POE) offers a variety of on-line and in-person courses for owners, tenants, and property managers. Courses offered include: Introduction to Local Law 1 (the City's Lead Law); Introductory to Property Management; Bedbug Infestation Identification and Management; Understanding and Managing your Heat and Hot Water System; Lead-safe Work Practices; and First-time Home-buyers Course. Educate Distressed Homeowners about Available Resources HPD is collaborating with other NYC agencies to offer assistance to homeowners in distress. The Department of Environmental Protection has a number of programs to assist households with water arrears. Click on the link here to learn more. In August 2009, HPD, working in partnership with CNYCN, launched a public service announcement targeted at New Yorkers facing foreclosure. The PSA promotes the free services available by calling 311, including legal services, housing counseling, and access to mandatory settlement conferences in Housing Court. HPD has reached homeowners in neighborhoods with high concentrations of foreclosures by placing flyers and ads in subway and bus shelters and distributing them to other City agencies, community organizations, and religious institutions, among others. Ongoing outreach efforts will build upon this campaign, such as including information on foreclosure assistance in water and sewer bills sent to homeowners.
