If you are a homeowner that has received an insurance and/or FEMA claim check listing The City of New York (Dept. of Housing Preservation and Development) as a co-payee, you must have HPD endorse the check before you will be able to cash it. This is because HPD holds either a mortgage or lien on your property.
To get your third-party check endorsed, you must complete the following steps:
- Bring your check, along with the associated explanation of benefits, to 100 Gold Street.
- Bring valid photo ID, such as a driver’s license, non-drivers or state ID with signature, or passport.
- At the security desk, ask for the Homeowner Mortgage Servicing Unit at ext.6914, 7454, or X7615.
- A representative will escort you to the appropriate divisions to complete, notarize, and return an affidavit attesting that any duplicate insurance claim checks will be returned to FEMA or any other necessary third party, and that monies received will be applied toward repairing or rebuilding the property.

Once these steps are completed, HPD will endorse and record your check, and you will be able to deposit or cash it at your local bank.
