	Public Site Development Rehabilitation Tenant Ownership Program (TOP) The Tenant Ownership Program (TOP) is designed to sell occupied City-owned properties of 1-5 units to prospective eligible residential and commercial tenants. The sale prices are based on an appraisal of the property conducted by HPD. Properties are sold in "as is" condition.
