HPD’s Family Self Sufficiency Program RFP for Services for FSS Participants: The New York City Department of Housing Preservation and Development (HPD) is seeking one or more appropriately qualified local community based organizations (CBOs) to provide services to participants in HPD’s Family-Self Sufficiency Program (FSS). These services would include conducting an initial needs assessment, and developing a detailed self-sufficiency plan that will guide participants to self-sufficiency by the end of the five year program. Once the plan is developed, a CBO would offer services that advanced the goals set forth in the self-sufficiency plan or provide referrals to those services.
In addition to offering services, the CBO would engage participants to ensure they are actively participating in the program and track participant outcomes. HPD anticipates that these services would be primarily offered in the communities in which Section 8 participants are currently concentrated: Upper Manhattan, South Bronx, and Central Brooklyn.
