The New York City Department of Housing Preservation and Development (HPD), in conjunction with the non-profit Neighborhood Partnership Housing Development Fund Company (Neighborhood Partnership), requests qualifications from experienced for profit community based property owners and managers to manage, rehabilitate and acquire City-owned buildings to be maintained as affordable housing. The Neighborhood Entrepreneurs Program (NEP) is intended to enable small community-based owners and managers to increase their participation in local real estate markets in the South Bronx, Harlem, Bushwick and Central Brooklyn.

Under the Program, HPD and the Neighborhood Partnership will provide or arrange financing for the rehabilitation and permanent ownership of clusters of 50 to 150 vacant and occupied housing units and provide technical assistance to designated owner/managers. Properties may be eligible to receive federal Low Income Housing Tax Credits and local real property tax abatements to fund the rehabilitation and other costs of the project.

The Request for Qualifications (RFQ) provides a detailed description of the program requirements and submission procedures. Community based owners and managers who wish to participate in the program may obtain the RFQ in person at the address stated below, between hours of 9:00 am and 4:00 pm, Monday through Friday, beginning Monday April 7, 2003. Each submitted application requires a non-refundable fee of $50.00, in the form of certified check, cashiers check or money order payable to the Neighborhood Partnership Housing Development Fund Company.

A pre-submission conference will be held on Friday May 2, 2003 at 10:00 am, HPD, 100 Gold Street, Room 1R, New York, New York. Applications must be delivered by hand to the Neighborhood Partnership at the address listed below no later than 4:00 pm, Wednesday, July 2, 2003.
