HPD's Cooper Square development area is bounded by East Houston Street, Second Avenue, East 4th Street, and Bowery. Working with a Cooper Square Task Force that included elected officials, community leaders, and city agency representatives, the consulting firm Abeles Phillips Preiss and Shapiro (APPS) studied development alternatives for the area. In 2000, HPD designated Chrystie Venture Partners as the development team for four development sites in the area. Chrystie Venture Partners' plan includes the construction of approximately 712 mixed-income housing units (75% market rate/25% affordable), a 30,000 sq. ft. community recreational facility, and approximately 150,000 square feet of commercial/retail space.
