	Public Site Development New Construction Cornerstone Program : Mixed-income housing, including low-income units, on vacant City-owned land financed principally with private funds. Large Scale Development : Residential, commercial/retail, and mixed-use development of City-owned land. New Foundations Program : HPD designates small contractors and developers to create affordable one- to four-family homes, as well as co-ops and condominiums, for sale to owner-occupants. Partnership New Homes Program : This program produces one-, two- and three-family homes for sale to owner-occupants. Developers are selected jointly by HPD and the Housing Partnership Development Corporation.
