Third Party Transfer Program Request for Qualifications
HPD invites established real estate development firms and community based not-for-profit organizations, with experience in housing management and rehabilitation, to submit descriptions of their qualifications to acquire, rehabilitate, and manage tax foreclosed, privately-owned, distressed residential properties through HPD’s Third Party Transfer Program. All parties submitting to the RFO must also complete "Doing Business with the City Forms" http://www.nyc.gov/html/hpd/html/developers/Campaign-Finance.shtml
The Round VIII & IX Request for Qualifications ("RFQ") and Special Disposition Projects for the Program is available for download below. The RFQ contains a detailed description of the Program and its eligibility criteria and application requirements. There is no charge for obtaining a copy of the RFQ, though there is a submission fee as detailed in the RFQ.

Please note that the submission deadline for Round VIII & IX is October 15, 2010.
The lists of properties currently active in Round VIII & IX of the Third Party Transfer In Rem foreclosure action are available on this website. Note that many of these properties may be redeemed by the current owners before transfer takes place.

HPD expects to qualify many more potential developers than available properties. Therefore, many qualified developers will not receive properties through the Program. HPD reserves the right to negotiate with any number of Qualified Developers, accept or reject any or all applications received as a result of this RFQ, or postpone or cancel this RFQ in part or in its entirety.
