Third Party Transfer Program Request for
Qualifications
HPD invites established real
estate development firms and community based not-for-profit organizations, with
experience in housing management and rehabilitation, to submit descriptions of
their qualifications to acquire, rehabilitate, and manage tax foreclosed,
privately-owned, distressed residential properties through HPD’s Third
Party Transfer Program.
The Round
VIII Request for Qualifications ("RFQ") for the Program is available for
download below. The RFQ contains a detailed description of the Program and its
eligibility criteria and application requirements. There is no charge for
obtaining a copy of the RFQ, though there is a submission fee as detailed in the
RFQ.
The Round
VIII RFQ text and exhibits are available in PDF format. The forms have been
provided in both PDF format and Microsoft Word and Excel format to facilitate
their completion.

Please note that the submission
deadline for Round VIII is October 17, 2008.
The lists of properties
currently active in Round
VIII of the Third Party Transfer In Rem foreclosure action are available on
this website. Note that many of these properties may be redeemed by the current
owners before transfer takes place.

deliver a complete application should contact the Agency Contact above so that
the necessary arrangements can be made.
HPD expects to
qualify many more potential developers than available properties. Therefore,
many qualified developers will not receive properties through the Program. HPD
reserves the right to negotiate with any number of Qualified Developers, accept
or reject any or all applications received as a result of this RFQ, or postpone
or cancel this RFQ in part or in its entirety.
