HUD-Owned Properties Request for Qualifications


The New York City Department of Housing Preservation and Development ("HPD"), in conjunction with the U.S. Department of Housing and Urban Development ("HUD"), requests qualifications from established development firms and community based not-for-profit organizations with experience in housing management and rehabilitation to participate in the development and management of vacant and occupied, single and multi-family, HUD-owned properties through several programs operated by the Office of Development's Division of Homeownership and the Office of Housing Operations' Division of Alternative Management Programs ("DAMP").

HUD has committed $130 million to finance the rehabilitation of these properties, which will be provided in the form of direct rehabilitation loans or grants from HUD to the selected developer. Tax credits may be available to purchasers and developers and Section 8 rental subsidies may be available for eligible tenants currently residing in these properties.

The Request for Qualifications ("RFQ") provides a description of program requirements and submission procedures. Established development firms and not-for-profit organizations that wish to submit their qualifications may obtain the RFQ in person at HPD's office at 100 Gold St., 4th Floor, Room 4-O1, weekdays from 9 a.m. to 5 p.m., or by registering online and downloading it using the links below:
