A fundamental objective of Mayor Michael R. Bloomberg's $7.5 billion housing plan, "The New Housing Marketplace," is to invest in the City's neighborhoods for the next generation of New Yorkers. "We need to preserve the City's aging housing stock with infrastructure improvements - new heating systems, roofs, windows - preventative maintenance, sound financial management, and compliance with housing rules and regulations." In support of this objective, HPD's Housing Education Services (HES) is pleased to offer a variety of training courses for owners, property managers, housing professionals, superintendents and tenants. HES' Housing Education Program (HEP) offers a wide spectrum of introductory, certificate and advanced courses in building management and systems maintenance, including:
- Introduction to Residential Property Management Series
Courses on building management, finance, and tenant relations, and building systems
- Intermediate and Advanced Residential Property Management and Maintenance Series
Courses on management techniques, maintenance of building and physical plants, property laws procedures, ethics, fair housing, building finance
- Specialized Education Courses
Courses on anti-abandonment, building maintenance for youth, small residential property owners, and owner compliance with lead paint laws
- Seminars
Courses on water and energy conservation, maintaining
heat and hot water, and environmental health issues

Lead Education Program
The Lead Education Program (LEP) is designed to increase public awareness of the City's lead paint hazard reduction law, Local Law I of 2004, and to equip the City's housing community with the knowledge and skills necessary to comply with the requirements for lead-based paint activities contained in the law, which went into effect on August 2, 2004.
Local Law I of 2004 significantly changes the way in which repairs and renovations to dwelling units in pre-1960 buildings are performed in New York City. In compliance with Local Law 1 of 2004 and Title X, LEP will facilitate lead paint certification courses endorsed by the Environmental Protection Agency (EPA). These EPA certified courses are targeted towards individuals or companies performing the following lead-based paint activities: abatement, renovation, risk assessments and inspections. Successful completion of these course(s) is the first step in applying for EPA certification. Both Title X and Local Law 1 of 2004 require any organization or contractor who performs repairs or renovation work that disturbs painted surfaces containing lead based paint to be EPA certified. In addition, LEP offers a series of classes to housing professionals and the general public on the following topics: Lead-Based Paint Awareness, Performing Visual Inspections (as specified by HUD), Safe Work Practices and Local Law I of 2004 Compliance. These courses are designed to increase awareness of the requirements of Local Law I of 2004 and are targeted at individuals who do not perform abatement work and are not required to be EPA certified.
