	Neighborhood Preservation Offices HPD's Division of Neighborhood Preservation has Borough Offices conveniently located in the Bronx, Manhattan, Brooklyn and Queens to serve residential property owners throughout the five boroughs. Staten Island owners are served through the office located in Queens. Residential property owners can visit the offices by appointment or as walk-ins to obtain information on HPD's Housing Education Program, low-interest loans, and correcting housing code violations.
