HPD works with the City's Procurement Policy Board to obtain a variety of goods, services, and construction, which are generally obtained through a bid or proposal solicitation process. This process offers the opportunity for equitable participation by businesses throughout the City.
The procedures for the procurement of small purchases vary significantly from those for large purchases, and each process is clearly defined in the City's Procurement Policy Board Rules. Small purchases involve procurement for supplies, goods/services, construction/construction related services, and information technology with a value of not more than $100,000. Any procurement valued in excess of these amounts is considered a large purchase.

Emphasys Elite System Web Service Development

The NYC Department of Housing Preservation and Development (HPD) intends to enter into sole source negotiations with Emphasys Computer Solutions, Inc. for the development of a web service that will interface between the Emphasys Elite System and an external 3rd party application to update the Elite Building and Unit/Inspection related data. The Emphasys Elite System will also be modified to call an external web-based Application Programming Interface ( API) when new buildings are added into the Elite System to retrieve a Building ID from an external system. The new Emphasys web service API would expose the following functions: Update Elite Housing Quality Standards inspection data for units, and update Elite building ID.

Concept Paper
The Department of Housing Preservation and Development/Division of Neighborhood Preservation (“DNP”) is proposing to change the structure of how neighborhood preservation services are delivered to communities through its Neighborhood Preservation Consultant (“NPC”) Program throughout New York City. The previous RFP for this program established individual competitions for each of 27 Community Boards in need as determined by the Agency. Nineteen Community Based Organizations (“CBOs”) were eventually selected (some were awarded multiple boards) and each was awarded a three year contract which is now being renewed for an additional 18 month period.. The CBOs are paid on a fee for service basis and are allowed to select work from a ‘menu’ of services, which includes owner counseling, meeting organizing, building surveys, building treatments etc.
In the upcoming RFP, the Agency would like to select one Prime Neighborhood Preservation Consultant (“Prime Consultant”) which must be a Community Based Organization to coordinate neighborhood preservation services, citywide, through the use of subcontractors. The selected Prime Consultant would also act as a partner to HPD in designing the NPC Program going forward. This would include proposals on the type and extent of services to be provided in affected neighborhoods and a methodology for evaluating outcomes.
It is anticipated that the selected Prime Consultant would leverage other sources of funding in addition to the funds provided by the City of New York.
1. Purpose of the RFP
The New York City Department of Housing Preservation and Development/Division of Neighborhood Preservation (DNP) intends to issue a Request for Proposals (“RFP”) and is seeking one appropriately qualified Prime Consultant to join its efforts to proactively preserve the City’s housing stock and continue to improve neighborhood conditions, citywide.
The Neighborhood Preservation Consultant(“NPC”) Program ”) has the following goals:
- To involve neighborhood community-based organizations in outreach and coordination efforts around citywide housing preservation issues specific to their communities.
- To supplement DNP’s assessment and survey capabilities.
- To augment DNP’s work to ensure that every New York resident lives in a safe and secure home by helping owners restore their buildings to good fiscal and structural health through education, investment, preservation strategies, and enforcement.
- To assist in identification of buildings and sub-neighborhoods for signs of distress
- To work with DNP to develop strategies for addressing distress, citywide.
Currently, DNP contracts directly with and monitors the services provided by 19 community based organizations to provide services around these goals to 27 Community Boards within NYC.
In order to streamline this process, DNP is proposing to contract directly with one Prime Consultant that has a proven track record of City-wide advocacy and service provision in the affordable housing preservation area. The Prime Consultant would coordinate housing preservation services in areas of need Citywide by contracting with neighborhood community-based organizations to implement strategies to meet the goals of the NPC Program.
The special skills of the Prime Consultant would be utilized to select, manage and direct those community-based organizations that can identify critical housing issues in their neighborhoods and assist owners of residential buildings which are in a state of physical and/or financial distress, to restore those buildings to a viable status. The Prime Consultant, would be responsible for:
- Leveraging additional funds to supplement the funds awarded through the contract which will be awarded from the RFP..
- Identify appropriate community-based organizations for sub-contractor approval by HPD
- Collaborating on a process to identify the neighborhoods in need of service.
- Developing a contract payment method based on positive outcomes
- Managing payment of the subcontractors.
- Reporting progress to HPD on a quarterly basis.
2. Planned Method of Evaluating Proposals
Proposals will be evaluated on the basis of experience, approach and organizational capabilities of each proposer and their subcontractors, as applicable.
3. Proposed Term of the Contract
It is currently anticipated that the term of the contract awarded from this RFP will be from July 2013 to June 30, 2016 (36 months). The awarded contract may include two renewal options of up to but not more than two years each (48 months).
4. Procurement Timeline
It is currently anticipated that the RFP will be released in July 2012.. A Pre-Proposal Conference (“PPC”) will be scheduled approximately two weeks from the RFP’s release date and proposals will be due for receipt approximately three weeks after the PPC. HPD anticipates commencement of services will be no later than July 1, 2013.
5. Total funding available/sources of funding
HPD currently anticipates that the contract award from the RFP will be $ 500,000 per year. In addition, the RFP will provide for a matching funds opportunity for up to an additional $ 250,000, per year, should the successful proposer be able to leverage other funding.
6. Anticipated number of Contracts
It is anticipated that one (1) contract award will be made for the provision of services on a City-wide basis.
7 – Average funding level of contracts
The contracts will be funded over the course of three years (July 1, 2013 thru June 30, 2016). Funding for the two renewal options of two years each
(July 1, 2016 thru June 30, 2018 and July 1, 2018 thru June 30, 2020) will be subject to availability of funds and prior performance of the contractor.

The RFP will provide for a matching funds opportunity up to an additional $ 250,000, per year, should the successful proposer be able to leverage other funding. Further, additional consideration, in the evaluation process, will be given to those firms who can leverage other funds
10. Proposed program model or program parameters
A. Contractor Qualifications
It is anticipated that the RFP would require that the selected Prime Consultant
and/or its subcontractor(s), as applicable:
Either be a Federally certified Community Based Development Organization
(CBDO) or a nonprofit Community Housing Development Organization (CHDO)
Have at least two (2) years successful experience operating as a nonprofit
organization in the proposed CB(s)/borough(s) delivering services related to
neighborhood preservation.
Have the capacity and capability to communicate effectively in providing all
services to residential tenants within the neighborhood(s) where residents are not
proficient in English.
B. HPD’s Program Parameters: Goals and Deliverables
The goal of this program will be to work with a Prime Consultant who may or may not subcontract with other CBOs to identify distressed buildings and neighborhoods which require intervention. In addition, the Prime Consultant would collaborate with DNP to ensure improvement in neighborhood conditions..
To accomplish the goals of the Program, the Prime Consultant and/or its proposed subcontractor(s) would be required to develop deliverables and proposed pricing for each deliverable in response to the RFP pursuant to the goals of the Program which are set forth in Section 1 (Purpose of the RFP) of this Concept Paper.
C. Facilities Standards and Procedures
The Selected Prime Consultant and its subcontractor(s) would:
(1) Have an established office(s) for provision of services in the same borough as the proposed Community Board(s) and be easily accessible to the targeted public, handicapped accessible, and open to the public during regular business hours (Monday through Friday, 9:00 a.m. to 5:00 p.m.), exclusive of holidays.
(2) Make available to the public, Evening office hours on a bi-monthly basis.
(3) Possess and maintain a facsimile transmission device (“FAXMachine”), and a dedicated phone line, and internet access to allow for communication and transmission of documents from/to HPD.
(4) Have and currently maintain an equal employment policy statement and a code of conduct that together demonstrate that the organization(s) conduct all its activities in accordance with high standards of ethical behavior.
(5) Have a functioning accounting system that is operated in accordance with
generally accepted accounting principles, or a designated entity to maintain such
a system.
D. Participant Populations to be Served
Service Areas:
The Agency seeks to provide adequate service coverage to all eligible Community Development Block Grant (CDBG) districts within the five boroughs of New York City. It is anticipated that a methodology for identifying specific neighborhoods of concentrated effort will be selected through the RFP.
E. Vendor Performance Reporting Requirements
It is anticipated that performance reporting requirements would include a comprehensive report provided to HPD within thirty days of the end of each quarter detailing accomplishments and progress, including but not limited to, provision of statistical data. It is anticipated that statistical data would be based on documentation developed by the selected organization and would include the number of clients served by the proposer (and its subcontractors), the numbers of activities completed, the funds expended, as well as an analysis of the data.
