New York City’s Special Options for Small Businesses
Depending on the location, income levels, and needs of your small business, the following programs may offer affordable options to you and your employees. This list offers various options for New Yorkers, but is not all-inclusive.

HealthPass
Designed to meet the varied needs of NYC's small businesses. Employers decide how much to contribute towards the cost and employees choose from 28+ available benefit options.

Healthy New York
Designed for small businesses that have not provided health insurance during the last 12months, sole proprietors & uninsured workers whose employers don't provide coverage.

LIA Health Alliance
Gives NYC's small businesses and sole proprietors the opportunity to choose from five insurers and 39 benefit plan options, with one simple bill for employers.

Brooklyn Health Works
A low-cost designed for Brooklyn's small businesses and uninsured workers whose employers do not provide coverage.

Are Any of These Options Right For my Business?
NYC Health Insurance Link, a new web-based tool to help New Yorkers find a health insurance plan that best fits their healthcare needs and budgets.  The tool will assist small business owners, freelancers and other independent or unemployed workers who do not currently have health insurance coverage or are looking for more affordable coverage.

Seeking Help from a Broker
You're not in this alone. As there are experts in every industry, health insurance has its experts called brokers. A health insurance broker is an advisor who can help you make informed choices when shopping for health insurance. Additionally, most health plans are sold through brokers and the cost of their services is included in the cost of the health insurance coverage. Please note that participation in certain health insurance programs such as Healthy New York does not require use of a broker.

Brokers are available to help small businesses make their decision when considering purchasing health insurance. Brokers are trained insurance professionals who can educate small business owners about the different health insurance options available to you. They can give you suggestions for buying health insurance based on your company's criteria such as number of employees you employ and whether or not your employees are single, married or have families.

Brokers are often used by small businesses as "outsourced" human resources professionals to help choose health insurance, manage their health insurance accounts and sometimes assist employees with bigger claims issues and help to coordinate a resolution. Brokers do not charge for their services or counsel because they are paid on commissions that are built into health insurance premiums charged by the health insurance companies.

Your broker should help guide you through the task of choosing health insurance for your business. According to the National Association of Health Underwriters you should expect your broker to:
  • Work with you to evaluate your health insurance needs
  • Explain the details of the different health insurance plans offered
  • Offer specific recommendations to fit your business's special needs and budget
  • Review your plans periodically to update coverage and limit costs
  • Advise on claims dispute resolutions, insurance regulations and other issues with insurance companies
  • Assist with understanding and communicating health benefits to employees

How Can a Small Business Find a Broker?
There are a number of professional organizations that educate and assist the small business community with their health insurance needs. Most organizations consist of agents, brokers, and insurance company representatives, as well as others who work in the health and employee benefits market in other capacities. You can find a broker simply by using the phone book or the internet and doing a search for health insurance brokers.

The National Association of Health Underwriters is a national organization that allows users to search for a health insurance broker by state. To find a health insurance agent in your area, you will need to select your state from a map and enter your zip code. To prevent the misuse of member information, search results are limited to 20 randomly selected individuals in NAHU's membership database. While this site does not have performance or quality information on the brokers randomly selected, you can visit the New York State Department of Insurance web site to review any sanctions against their organizations.
