Domestic Partnership

OCHIA and the Office of the Mayor have worked to make health insurance for domestic partners more accessible for New York City's small businesses. As a result of these efforts begun in 2004, today all health insurers in New York City have voluntarily made domestic partner coverage available to the City’s small businesses with 2-50 employees.

In 2005 Mayor Bloomberg signed Executive Order 72, which directed OCHIA to promote the availability of domestic partner coverage and to encourage City vendors and other businesses to provide coverage to spouses and domestic partners on an equal basis.

Here's a summary of when each insurer made domestic partner coverage available to NYC small businesses with 2-50 employees:

Oxford
Domestic Partner rider available with all plans upon sign up or renewal as of January 1, 2006.

Empire Blue Cross Blue Shield
Domestic partner coverage available with all plans upon sign up or renewal as of March 15, 2006.

GHI
Domestic partner coverage available with all plans upon sign up or renewal as of July 1, 2006.

Atlantis
Domestic partner rider available with all HMO plans upon sign up or renewal as of September 1, 2006.

HIP
Domestic partner rider available with all plans upon sign up or renewal as of October 1, 2006.

Aetna
Domestic partner coverage available with all plans upon sign up or renewal as of January 1, 2007.

CIGNA
Domestic partner coverage available with all open access plans upon sign up or renewal as of April 1, 2007.

Health Net
Domestic partner coverage available with all plans upon sign up or renewal as of September 1, 2007.
