About HHS Accelerator

Background and Purpose

The City of New York invests billions annually in Client and Community-based Services through competitive contracts. These contracts are awarded to providers to deliver a wide range of services such as mental health counseling, workforce training, foster care, after school programs, senior centers, and shelter and housing programs. The processes used to select providers and award contracts—referred to as procurement—left room for improvement, especially given the challenges faced by providers during times of economic crisis for the City and nation.

HHS Accelerator was launched to simplify and speed the contract process for Client and Community-based Services providers. Through a deliberate and collaborative multi-year planning process with providers, redundant paper-based requirements were removed, processes reengineered, and contract documents standardized – freeing more resources for mission-focused activities.

NYC Approach and Provider Benefits

The online system is managed by the City as a service to providers whose critical contributions keep New York City strong. There are four major components to HHS Accelerator:

  1. Document Vault for providers to store and share key organizational documents with the City and other funders;
  2. The HHS Accelerator Application where to establish a basic organizational profile and submit critical background documents for prequalification prior to competing for funding;
  3. Procurements management module which allows for electronic issuance of Request for Proposals (RFPs) and paperless submission of proposals; and
  4. Financial module which allows you to submit budgets and invoices for review, start budget modifications, request advances and assignments, and track payments.
