NEW YORK CITY HEALTH AND HOSPITALS CORPORATION (HHC) OUTPERFORMS
OTHER NEW YORK CITY HOSPITALS AND HOSPITALS NATIONWIDE ON KEY QUALITY INDICATOR
New York City Health and Hospitals Corporation (HHC) hospitals on average
performed better than other New York City hospitals and hospitals nationwide
on 11 out of 15 quality measures listed on the Centers for Medicare and Medicaid
Services (CMS) consumer web site, Hospital Compare (www.hospitalcompare.hhs.gov).
The web site compares individual hospital performance on best practice measures
for three (3) common clinical conditions: heart attack, heart failure, and
pneumonia. National averages are based on data reported by 4,200 hospitals
throughout the country. The data is for adult discharges for the 1st and 2nd
quarter of 2004. (See attached chart for data and summary of the 11 indicators).
The quality measures were developed by the Hospital Quality Alliance (HQA),
a national public-private collaboration, and are based on recommended care proven
to give the best results to most adults with heart attack, heart failure, or
pneumonia.
Hospital participation is voluntary. Data is derived from individual medical
records and includes all payers. The goal is not to rank hospitals but to make
important information about hospital performance accessible to the public and
to inform and invigorate efforts to improve quality.

Description of Best Practice Measures
Heart Attack Best Practice Measures:
- Aspirin at arrival - Acute myocardial infarction (AMI)
patients without aspirin contraindications who received aspirin within 24
hours before or after hospital arrival.
- Aspirin at discharge - AMI patients without aspirin contraindications
who were prescribed aspirin at hospital discharge.
- ACE inhibitor for left ventricular systolic dysfunction -
AMI patients with left ventricular systolic dysfunction (LVSD) and without
angiotensin converting enzyme inhibitor (ACE inhibitor) contraindications
who are prescribed an ACE inhibitor at hospital discharge.
- Adult smoking cessation advice/counseling - AMI patients
with a history of smoking cigarettes, who are given smoking cessation advice
or counseling during a hospital stay.
- Beta Blocker at arrival - AMI patients without beta - blocker
contraindications who received a beta-blocker within 24 hours after hospital
arrival.
- Beta Blocker at discharge - AMI patients without beta-blocker
contraindications who were prescribed a beta-blocker at hospital discharge.
Heart Failure Best Practice Measures:
Left ventricular function (LVF) assessment - Heart failure
patients with documentation in the hospital record that left ventricular function
(LVF) was assessed before arrival, during hospitalization, or is planned for
after discharge.
ACE inhibitor for left ventricular systolic dysfunction -
Heart failure patients with left ventricular systolic dysfunction (LVSD) and
without angiotensin converting enzyme inhibitor (ACE inhibitor) contraindications
who are prescribed an ACE inhibitor at hospital discharge.
Adult smoking cessation advice/counseling - Heart failure
patients with a history of smoking cigarettes, who are given smoking cessation
advice or counseling during a hospital stay.
Community Acquired Pneumonia (CAP) Best Practice Measures:
10. Pneumococcal Vaccination - Pneumonia inpatients age 65
and older who were screened for pneumococcal vaccine status and were administered
the vaccine prior to discharge, if indicated.
11. Adult smoking cessation advice/counseling - Pneumonia patients
with a history of smoking cigarettes, who are given smoking cessation advice
or counseling during a hospital stay.
