Municipal GHG Emissions Reduction (30x17)

"30x17" is the City of New York's energy efficiency and greenhouse gas (GHG) reduction plan to achieve the ambitious goal set forth in PlaNYC to reduce municipal GHG emissions 30 percent by 2017. The 30x17 effort is managed by the New York City Department of Citywide Administrative Services Energy Management group (DCAS Energy Management) and is expected to reduce municipal GHG emissions 1.05 million metric tons from the base year of 2006.(1) Emission reductions will come from a variety of municipal operations, including fleet, solid waste management, street lighting and wastewater treatment plants, but the majority of the reductions will come from improvements to the City's existing building stock through the retrofitting of inefficient building systems and the implementation of best practices around operations and maintenance. Additional GHG emissions reductions will come from the installation of clean energy solutions, such as distributed generation and solar photovoltaic, described below.

Key Efforts
Fifty-seven percent of the municipal GHG emission reductions are expected to come from energy efficiency upgrades to building systems and improved operations and maintenance (O&M) practices. The City uses energy benchmarking scores to prioritize the most inefficient buildings for energy audits, which result in recommendations for retrofit measures such as improvements to lighting, heating, ventilation and cooling (HVAC) systems. The City's O&M program focuses on no- and low-cost tasks to reduce building energy consumption (e.g., scheduling of systems, turning off lights, tuning up boilers), preventative maintenance procedures, training and outreach, as well as transparency and accountability. Moving Forward
In addition to improving the efficiency of existing energy systems, the City is also implementing a number of projects that use clean or renewable energy, also known as distributed generation (DG). DG projects include fuel cells, solar photovoltaic (PV), wind technologies, and Combined Heat and Power (CHP), which uses excess thermal energy generated from electricity to heat water. Government facilities also provide a unique opportunity for the City to test new "green" technologies. For example, the City has partnered with private green technology companies to pilot new products in municipal buildings through the Municipal Entrepreneurial Testing System.
