October 1, 2006 - New York City Economic Development Corporation (“NYCEDC”), in cooperation with Brooklyn Borough President Marty Markowitz, is seeking expressions of interest for the rehabilitation of the former Loews Kings Theater (the “Theater”). Responses to this request for expressions of interest (“RFEI”) must present plans with design and programmatic elements that are economically viable, rehabilitate and reuse the Theater and retain certain architectural features of the Theater.
In addition to the primary goal of this RFEI, stated above, responses to this RFEI may include development on the additional City-owned parcels adjacent to the Theater (hereafter referred to as the “City-owned Parcels”) and the transfer of surplus development rights from the Theater to the City-owned Parcels and vice versa.
Responses that consider development on the City-owned Parcels must recognize that the City-owned Parcels are subject to certain agreements and address these circumstances accordingly.

The RFEI is available as of Wednesday, September 27, 2006. The RFEI may be picked up, after scheduling an appointment by calling Anifia Binns at (212) 618-5721, from NYCEDC at 110 William Street (between Fulton and John Streets), 6th Floor between 9:30 am and 4:30 pm, Monday through Friday; mailed after calling Anifia Binns at (212) 618-5721; or downloaded at http://www.nycedc.com/rfp. Please note that the RFEI cannot be faxed or emailed.
Responses are due no later than 4:00 pm Wednesday, December 6, 2006. Six copies of the plans, indicating “Loews Kings Theater RFEI Response” on the cover envelope, should be sent to NYCEDC at 110 William Street, 6th Floor, New York, NY 10038, Attention: Dominic Domingo, Vice President, Contracts. A pre-submission information conference and site tour will be held at the Theater, 1025-1035 Flatbush Avenue (between Tilden Avenue and Duryea Place), Brooklyn, N.Y. on Tuesday, October 24, 2006 at 10 am. RFEI respondents are strongly encouraged to attend the conference. Interested parties must RSVP by contacting Anifia Binns at (212) 618-5721 or abinns@nycedc.com on or before Tuesday, October 17, 2006.
Respondents may submit questions and request clarifications from NYCEDC no later than 4:00 pm on Wednesday, November 22, 2006. Questions regarding the subject matter of this RFEI should be directed to loewskingsrfei@nycedc.com. Answers to questions will be posted weekly on http://www.nycedc.com/rfp with the final posting on Wednesday, November 29, 2006.
Persons interested in responding to this RFEI may connect with other prospective respondents (e.g. development companies, venue operators, service providers and other entities) to collaborate in submitting comprehensive plans by logging on to www.nycedc.com/rfp and completing the online form. This information will then be posted on an unrestricted webpage to facilitate information sharing and partnering opportunities.
