May 3, 2010 - For over forty years, the NYC Mayor’s Office of Film,
Theatre and Broadcasting has been the agency providing one-stop clearance and
permit operations for film and television productions in the City. As part of
these services, the office continues to coordinate and provide free police
assistance, free parking privileges and access to most exterior locations free
of charge, including 300 square miles of City streets. Because all City agencies
are facing unprecedented budget challenges, MOFTB is proposing a permit
application processing fee of $300.
The proposed fee would cover the
processing of the initial application page for each new project. Following that
application, project representatives would make requests for the project’s
scouting, rigging, and shooting activity. All subsequent requests would be free
of charge. A new project account application would be valid for the duration of
continuous photography for any scouting, rigging and/or shooting activity that
requires a permit from MOFTB. For a television series, a single project
application would be valid for the duration of one season. If a television
series hosts a special outdoor event with a public audience, a new project
account application would be needed unless the event requires a premiere permit.
Additionally, MOFTB would waive the new project application fee when the
applicant is able to demonstrate unreasonable hardship.
The new fee was
determined by analyzing the administrative and personnel costs incurred by MOFTB
for processing the initial application page of any new project, and this fee is
not a location fee. The optional permit will remain free of charge and not
subject to insurance requirements.
MOFTB continues to offer free
advertising on City bus shelters to productions that shoot at least 75% of their
project here, as well as the “Made in NY” Discount Card program which gives
productions discounts to hundreds of local businesses.
MOFTB today
published the proposal, which will be followed by a 30-day comment period and
public hearing; comments may be submitted electronically to applicationfee@film.nyc.gov. A
hearing will take place at 125 Worth Street, 2nd floor auditorium on June 3rd at
2PM at which members of the public may testify. Following this sequence, a final
version of the adopted rule will be published.
