John Downing's Memorial Plaque is formally dedicated with Anne Downing
and her daughter Joanne joined by the plaque honor guards
FF Matt McDougal (Engine 325) and FF Rich Miccio (Ladder 163).
Joining them are Mayor Michael Bloomberg and Fire Commissioner Nicholas Scoppetta.
