FDNY EMS Promotes Captains and Lieutenants
The new captains and lieutenants will be assigned to units throughout the five boroughs.
The FDNY’s Bureau of EMS got 34 new officers on Dec. 18, as nine captains and 25 lieutenants were promoted during a ceremony at the Fire Academy on Randalls Island.
“This is an important moment for all of you, and for the Bureau of EMS,” Fire Commissioner Salvatore Cassano said. “Strong leadership is what keeps this Department moving forward.”
The newly promoted members will be assigned to units throughout the five boroughs.
“You have a lot to be proud of today,” Chief of Department Edward Kilduff said. “Keep reading and be sure to stay on top of your game.”

Chief of EMS Abdo Nahmod added, “Your success is measured by how you affect other people. And the rewards of leadership are quickly visible.”
Among the promoted members was Lt. Wilfredo Silvestry. The officer became an EMT and paramedic in 1987, and also studied to be a nurse. He became an instructor at the EMS Academy more than 22 years ago and held every instructor status there.
“This feels so rewarding, satisfying and exhausting,” he said. “I feel like a little kid … this is a dream come true.”
