Provided critical management of the Department’s facility repair and maintenance projects
With more than 300 buildings in FDNY’s
portfolio, the need for an effective maintenance
program is critical. In the mid-
1990s, the Department--working with a consultant--
developed a detailed survey of building components;
i.e., building envelope, apparatus floor,
apron, electrical/mechanical/plumbing (MEP) systems,
housewatch, kitchen, bathrooms, etc.
This survey was deemed necessary because the
current average age of FDNY’s 225 emergency
response facilities is more than 70 years. The survey
determined where the Department should most efficiently
use capital repair funds and which firehouse
apparatus floors required shoring due to their age,
structural condition and the weight of newer apparatus.
For almost 10 years, FDNY used this survey to
plan projects. In 2005, the Mayor provided the
Department with funds to update the survey and perform
engineering studies of those facilities where
the apparatus floors were shored to ensure they were
sound.
Paul Soehren was tasked to manage this project,
which included defining the scope, securing qualified
consultants, coordinating with the Office of Management
and Budget (OMB), reviewing/approving survey
data and conducting surveys with the consultants
to ensure accuracy. In 2006, much of the data were
consolidated into a usable format, which now is being
used to guide component repair programs to be conducted
by the Bureau of Facilities Management, under
Mr. Soehren’s direct coordination.
For his managerial expertise in coordinating
facility repair and maintenance, Paul Soehren is presented
with The Fire Commissioner’s Award for
Meritorious Service.
